How?

We know it can be done, there is precedent in the UK and abroad. It requires two things:
1) Mobile phone operators to agree to ‘zero rate’ an agreed list of essential service websites by 2028.
2) A pledge from those essential services to make their websites ‘zero rate ready’ by 2028.
